Well I finally upgrade my processor with a free qx9650.
Vid is 1.275
Overclocked at 4ghz and 1.375 volts (prime stable 12+ hours)
This also allowed me to up the FSB to 1600mhz and run 4:5 on my memory at 1000mhz.

Overall I am seeing a 10 FPS improvement across the board. This might not sound like much but it was enough to pull my minimum frame rate out of the red and has helped a ton with vision modes, smoke and snow. I still feel this iteration of the game is poorly optimized / coded as I was able to play on medium, with lesser hardware, just a month ago.

Q9650 @ 4.0 ghz (free)
Evga 780i FTW @1600mhz
8gb Corsair Dominator @ 1000mhz 555-15
770GTX Classified 4gb @ stock (free)
Environment = low
Shadows = low
Object Detail = low
AA = off
Everything else = medium
MB=off
DG=OF
VS=off
1080p

Min:27
Average:43
Max:62

CPU scores went from 10,000 to 16,000 in vantage
and 5800 vs 4200 in CPU Mark

At this point I have enough used parts laying around that I can sell them and Finance an I5-K, asus board and some ddr3. But the experience is sooo much better now with the QX9650 that I may just pocket the money :o

if its good enough for you then just stay with it. Push that cpu a little more to 4.2ghz if you can. I got my q9650 to hit 4.2ghz on my maximus formula 2 board. Not sure if its possible with 780i.

To be honest though this game is a CPU hog and its just terrible with framerates. I use to average anywhere from 45 to 70fps with my gtx 670 and q9650. its amazing what cpu speed will do. Now im using 4670k oc at 4.5ghz and now i average 64 to 130fps depending on how much stuff is happening on the battlefield. I loved my Q9650 but if you can afford a new i5 then go for it. The LGA775 socket is just a little old for this game. Turn the board into a coin miner and make some profit lol.

Yeah, like badkilik said, see if you can push your OC a little farther. The bad thing about QX9650 cpus is that the "regular" Q9650 were usually a better OC'er. I had a Q9650 that at first was in a EVGA 750i FTW motherboard. I ran the Q9650 at 4.25 ghz (475FSB/9multi). Later I had it in a Gigabyte P45 UD3P board which allowed me to run 4.5ghz (500FSB/9multi). I kinda wish I still had that CPU/mobo combo.
