I wanted to equip my Griffin with different missle.launchers (1xLRM15 and 2 streaks)
but everytime i save the loadout the f***ing system rearranges the equipment, bringing the
2 streaks to the top and the lrm to the bottom (the 10-Tube slot).
If i put the Lrm15 in first it should stay the first, stop this stupid rearranging
i want my stuff in that order I put it in no need for an 15-Tube slot if you cant use it.

Yeah.. same problem with the Banshee. It'll always put the side-torso-weapons in the lowest possible mounting points first. And even if you try and work around this by putting, say, a TAG or small laser in first, it'll just put those in the upper points and rearrange the heavier ones to the lower position.
Especially annoying since the higher points are actually pretty good, while the lower ones are about as bad as the ones on the Atlas (low slung and all that).
Only workaround I could think of in my M was to mount 5 ER Large and put the two low ones in group 2. I'll only fire those if I'm 99% sure I won't be hitting landscape.

If theres an auto-rearrangement then there could/should be an manual one. Like, equipped weapons are added in a row from top to bottom.

Arrangement of Weapons only works with new Weapons that were never before equipped to another Mech and sometimes even new Weapons only work in stages.

PGI said they don't want us to be able to choose wich weapon goes onto wich hardpoint so it's unlikely they will implement a better system to do so.
If your weapons rearrange themselves there are workarounds.
You can sell ALL of said weapons and buy new ones, they should stay in the order you put them in.
You can also try to identify the "broken" ones by equipping/unequipping all weapons on different 'mechs and then selling only the affected ones.
Nobody is really sure why or when weapons start behaving this way so you might have to repeat the process if you use the guns on another 'mech in the future.
Make a support ticket about it, maybe harassing PGI with that will make them change their mind.

I see this reiterated whenever this topic comes up, but I'm hoping it's simply misspoken on their current work priority. Otherwise, it equates to "It's not a bug -- it's a feature!" and deserves the reaction that usually garners.

Sadly it's not a misunderstanding, they said so explicitly in one of the older "Ask the Devs".
That has been some time ago mind you and PGI is infamous for changing their stance on things they said earlier.
Submitting many support tickets with this "bug" and hoping for the best is all there is to do.

If they ever got around to fixing this I could put an LRM 20 and an LRM 10 on my Victor and have two quick bursts of 15 missiles.

Not being able to pick which hardpoint you want a weapon at is, frankly.. just stupid as hell. + the F word alot.
I can understand not wanting players to have the option of Tube restriction, but hardpoints need to be open and selectable if they're available.
