Both chassis are old enough that they were being produced prior to the fall of the Star League, just like Urbie.
In my humble opinion, the Anni matches the Urbie better if you're judging it by it's whopping 32.4 kph max speed (in canon, that is) and the AC10/LB10 variants.
The Highlander is an urban defense mech according to lore, and has JJs like Urbie, so it fits Urbie's natural milieu and the perch-sniping tactics employed there.
Anni's a better match laterally, Highlander's a better match vertically. If you're going for a theme, either's good. If you're looking to make a passable FP deck, Anni's are probably better due to raw dps potential so long as you don't have to march them across a map. I know loopala likes to run Higlanders with his Urbies due to the improved maneuverability.
On the other hand, I've already got my Highlander-IICs for when/if PGI bestows upon us the second coming of Urbie, the Urbie IIC. With no Annihilator IIC, if you're going for matching meme-ness on both sides of the tech divide, you want the Highlander.
Either's good, I went Annihilator because I honestly thought they were a better match, but also because they were on sale when I started Urbie-ing. I've since picked up Highlanders anyway after kicking around Sarna.net a bit and discovering their urban defense roots.
