Fps Issues Still Around

I don't understand how this is still a problem.
I'm using DX9, with everything except textures on Low, and I keep finding myself at 20fps during fights.
This computer was built to run Crysis 3 on max settings. It's not weedy, and it can't run this game at 60fps. Mental :/

Still have AA motion blur hardlocked ON regardless of what the sliders say in settings, now my workaround of adding commands to user config can't stop these either.
PGI I realise you havn't run an optimising pass on DX 11 but for the love of Mike why did you break DX9..? Veranova's system should eat this engine alive mine used to run med to high at 40fps now it struggles to hit 25 on super low. Tune the engine soon before you force out folks from super slow frame rates!

I was running:
Q6700 @ 3.2
780i at 1400ish
4gb at 1000
GTX280
Now I am running
Qx9650 @ 4.0
780i at 1600
8GB at 1000
770gtx stock
And I still can't hit the FPS numbers I had prior to the DX11 patch.

Tried clearing that shader cache and running repair tool ?
I don't bother with Dx11 at the moment but DX9 is running quite smooth now.

Even better, it was a fresh install of my entire computer on the DX11 patch.
But yes I have cleared those settings since then as-well :/

Doesn't sound right for DX9...
Might want to check on other issues like High cpu usage during those periods or maybe your PCIE running at X1 instead ot x16 ?
Do delete that cache after every patch though.. or does your omnicron logs have a lot of errors.

In the meantime as stated in the last technical update for best visual quality/performance tradeoff run either high or very high but set shadows/object detail and environment to low.

There is very high CPU usage across all cores in gameplay, I suspect that's the main issue here but it's hard to test my GPU usage as I'd need to find a tool for it.
I doubt it's the GPU (if the problem is my system) as I run Titanfall and Far Cry 3 without any issues, on high.

Also what is the speed of your CPU currently.. I am running a 4770K and it is OCed to 4Ghz.

Nothing is overclocked, this rig has to be rock solid (and quiet) because it's for audio production, not just video
Oddly my FPS seems to have gone up to a use-able level since switching the settings to what Matthew Craig suggested.
Unbelievable that High settings would be better performance than Low settings, but at least it's seemingly use-able for now.
