IMO, I think that it would be a great tool to allow users to have the ability to test builds and loadouts without having to commit the CB costs to do so.

Wouldn't this be grand? But along with lobbies the concept of actually trying to have players learn without punishment seems antithetical to Paul's overall vision. I have a sneaking suspicion he's an engineer of the worst sort. An engineer unwilling to see his own flaws and constantly plagued with outside suggestion without ever attempting to perfect his own work.

A great suggestion, made many times by various players. So far the only way is in the brief time frames of the great test server on the odd time it's up [which always has to start at one in the morning grrr....]
Lovely to have a try before you buy scheme, but don't see it happening any time soon.

At the very least, you should be able to take any stock load-out into the Testing Grounds, even if you don't own it.
That will at least give the user a general feel for the mech, especially how it handles. It also would let them play around with different weapons systems which they may not have experienced yet if they are very new to the game.
I've heard too many stories of people blowing their cadet bonus on a mech they hated and then being stuck or having to create a new account to get enough money to get something they like.

It would be great to be able to do that, a "try before you buy" option, to see if a specific mech/loadout works for you.
Don't know if PGI would like us to do that though, they could lose some mech sales with this.

Lose mech sales, I dont think so : since testfield arent actually quite representating of the real battlefield (static and passive targets only).
The real capabilities (defensive ones mainly) of a mech are only testing their limits in a real battle.
In by any miracle, PGI finally find the illumination, they likely will do something like that, a thing that so many players want...
Besides, players will not have the feeling of being constantly ripped off.
Got my brother to leave the game disgusted because of the grind to buy other mech that better suits his style of play. He didnt bought the mechs he like, and the 50% reselling rate is plain awful and unforgiving, for the least, to all that did such a mistake. That's a shame.
Trial mechs are not a good enough solution, since we can't customize then, thus not having the abiliy to experience their real abilities (and often being disappointed by the mediocre default loadouts they are given)...
