OK so DX 11 does it make the game work better or does it make it prettier, I guess what I'm trying to say is my card can use it but is it going to affect performance ? I'm on what was a high end gameing laptop a year ago!

Your mileage may vary. You can toggle it in options, check framerate in game with F9 and see how it works for you. Note you have to restart the client when switching. Also make sure you have your other graphic options set the same either way for a true comparison.

I saw a huge performance boost with DX11. My specs are nothing to write home about, I am playing on a QuadCore 6600 with a Nvidia GTX 560. and before DX11 I had 30fps on low settings in some maps (Tourmaline was the worst for some reason), now I get 50fps on medium settings :-)

Then try playing with your settings. "High end gaming" laptops are mostly" low end gaming" PCs and need to be tweaked.
