I was playing on Frozen city (clear weather version) and I was fighting a SRM6 battlemaster with my SRM4 boat Stalker 5M at the tail end of the downed ship in the middle of the map.
about 7 seconds into the encounter my framerate dropped to about 3fps and it felt like I was moving in slow motion.
It seems to happen when I was looking down at the battlemaster? I had to back off and when looking back in the same direction (I was on the city side of the ship looking towards there Theta point is), it would start stuttering.
This only happened in the one round.
maybe it was the amount of SRMs flying around? I have no idea.

Separately, smoke effects near your mech seem to do bad things. If your mech gets hot and you stand in the raising cloud, that can hurt. If you get hit heavy by weapons with smoke effects, the same problem occurs sometimes.

Actually a first generation is i7 is quite out dated.
This was my previous cpu and MWO definitely taxes it.

Actually, it should not matter. Random 20+fps drops are inexcusable. You should be able to choose your framerates using settings, it should not matter where you go on every map.

While this particular issue doesn't occur frequently for me, but Thermal Vision performance tends to dip far greater on this map than any other when running MWO for longer periods of time.

Going to ignore that touchy founder above.
MWO is still not a very good state currently when it comes graphics optimisation.
The devs admit that it is cpu bound rather than GPU bound.
OP's CPU (Gen1 i7 920) is very old by IT standard 6 years. I know had it for a long time as well, in fact it is still alive and kicking handed down to my siblings.
Last year was seriously considering whether to wait for the Haswell E or go to 4770K route.
I am so, far happy with the 4770K + Gtx780 pair but still MWO... Reminds me of that old game Crysis... Tough nut to crack when it comes to FPS...
DX11 is still trashy due to odd stutter issues for me...
I switched back to DX9 for now since I saw no obvious benefit to DX11. Tuned the graphics settings like shaders and shadows..
Running at a nice 90-140 fps on DX9, pretty much stutter free since the Apr 1st patch.
Would show you some example.. But I realise all the videso that I have would be on Frozen city night.
Edit:
Lastly if OP monitors his CPU usage, he would probably notice that when the FPS drops. He CPU usage is likely maxed out.
AHHH OP.. I just remember something about the i7 920....
If I recall properly.... For some reason MWO hates Hyper Threading on the i7 920... (The problem is probably what you describing stalling/fps drops) I recalled I had much better performance overall if you switch off hyper threading in bios. Just run with the 4 physical cpus.

We’ve also been working hard to increase performance across the board for all users, there are a number of optimizations in the April 15th patch that should help to bring performance up and again we look forward to your feedback. As promised in the video blogs I’ve been looking into SLI performance and a quick note on overall performance. I often hear users stating that the game isn’t maxing out their GPU, there are two elements to this, firstly the game remains CPU bound for the most part, secondly you as a player have the ability to control GPU load to some extent. If your GPU is under-utilized you can increase the resolution you play the game, increase the settings for Shaders/Post Processing (we do our best to expose as many of these settings as possible in the Options Screen) or turn on additional AA techniques. The converse applies if you think your CPU is stronger than your GPU.
The reason I mention this is that MWO isn’t generally GPU bound for most users though there are exceptions, the most notable are situations such as running triple monitor or running 3D as just mentioned above these configurations require much higher resolution or dual rendering, pushing the GPU much harder.
For the majority of players that are CPU bound the good news is the April 15th patch contains improvements and if you are running Nvidia hardware they are about to release a new driver that significantly reduces CPU overhead as well. For those of you that want to push the GPU further as we bring in better support for 3D and/or triple monitor this will give you something meaningful to apply SLI to.

I am just saying I see old CPU. Newer faster CPU will help relive the CPU bottleneck.
It does not just help MWO... More so with other new games.
Anyway.. Myself as OP own an i7 920... And had similar experience in the past. Really getting puzzle why people are so, against the idea of OP upgrading his rig... Strange... Very Strange...

This. Some, like myself, are not huge gamers anymore. It doesn't make sense to spend $400-700 upgrading when EVERYTHING plays fine on our rigs minus MWO.
Glass = 5-10 FPS
Hud = 15-20 FPS
Also at this point the "minimum system requirement" specs are deceptive, if not an outright lie.

Notice that there seems something unreasonable that goes on in your mind that when you cannot except the suggestion of the CPU upgrade as an immediate workaround to performance problems.
Mind you that 6 years by IT standards is very OLD.
OP has the 3 options:
1. Upgrade his CPU for immediate performance increase.
2. Tune/OC the crap of his old CPU for some performance gains.
3. Wait for MWO to optimise... Who knows when ?
It's just ironic, that I am one being told that I am dismissing people by someone who obviously all out to dismiss peoples suggestion.
I am going to end at this... Suggestion was for OP. You can do what ever the heck you want.

You a knack at being unreasonably negative at the expense of other people.
Real life issues understood. As mention before tuning your rig in the form of OC would be the alternative, particularly the CPU.

Ha! i7 920 is old but it AINT SLOW.
Its currently at 3.4ghz (safe OC for now at least).
1366 died too young

I live in the tropics so, I only OCed mine to 3.2Ghz. Some people OC to 4.0Ghz... I didn't want to do that to mine...
Also as I mention before you might want to try testing with hyper threading disabled in bios.
I recall MWO performed better with HT off... Less FPS drops.
I was consider waiting for Haswell E... But after much consideration I saw game mostly benefited from fasters GPUs, your CPU just can't be too old else you lose out of the performace of the newer gpus.
I went the 4770K route... So damn easy to OC to 4.0Ghz on the new CPU nowadays. Went closed loop water cooler too.
