On the HBK4G it is no longer possible to rearrange the order of weapons in the ballistics pod. Why?

You've done the "standard" fix to this already, yes?
If not, then do this:
1. Un-equip all of the weapons you are having order problems with.
2. Save.
3. Sell all of the problem weapons from your inventory.
4. Go back into Mech Lab and buy the top-mounted weapon.
5. Save.
6. Buy the next weapon.
7. Save.
8. Continue 6 and 7 until complete.
9. ???
10. Profit.
60% of the time, it works every time.
If not, then do this:

There are limits as to what I'm willing to try as a workaround. And to perform a procedure which includes selling multiple weapons, rebuy them and then "it might work", isn't worth the trouble in my book.
Besides the point that you lose money and it's a bug of the game...

With the last few 'mechs they apparently started to give certain weapons certain hardpoints.
For example with the Boar's Head if you put 1 PPC and any 2 lasers into the arms the PPC will always be in the same spot, no matter if it's a new PPC or when/where you put it in (I hear the BNC behaves somewhat similarly but I don't have one to confirm).
Maybe this is their way of dealing with the "weapony x and y keep swapping hardpoints!"-topics and they're applying it to all 'mechs ? Some official statement or something in the patchnotes would be nice.

Unfortunately, it appears to be a feature. The recently released Banshee is hardcoded to put PPCs in the lower energy slots first -- even if you try the workaround.
