It's a module- so it goes in one of your 'Mechs module slots. Mechlab -> Mech in question -> Modules
Once installed, just check to see what button you've got set to fire it off in your keyboard layout and it's good to go.
Note that once expended, you'll need to buy another and reload it into the now-empty module slot.

Another note, I'd prioritize getting the "Cool Shot 9 By 9" skill. It makes Cool Shot 9 equal to Cool Shot 18, that way you don't have to spend real world money on a one-shot item.

One other thing I'd suggest is to drop on the training grounds to try any consumable (Arty/Air Strike, UAV, Cool Shot) before you actually go into a match to use it. You'll only be able to use it once like in a normal match but it won't be consumed when you exit the map, so you can keep dropping on training ground maps and reuse the same consumable to get the hang of how it works.
For cool shot try dropping on a hot map like tourmaline, run up to the Atlas and start firing away until yor heat is high, then hit cool shot and watch what happens to the heat.
That way you'll know what to expect when you use it in a match.
