Honestly, I think a higher rate of dissipation and a much smaller heat-cap would achieve this easier. In both solutions, though, you'll have people 'game' the system by firing the meta in two strokes instead of one...or by a sudden resurgence of the use of more gauss.

Well, in another discussion I talk about putting the heat cap at equivalent 30 (just like in TT). I say equivalent because MWO isn't turn based. I just know that currently it's a lot higher than it should be. A lower heat threshold would allow for DHS to be at their full 2.0 dissipation.
I do think an Alpha Strike should be a risky maneuver. I don't like to use the phrase "roll of the dice" because people will start to compare that to random dice rolls for everything. More like, Alpha Strike should be a risky gamble instead.
I know people will game the system and there are smarter people out there than I who are also analyzing this for good and ill. The course of action is to acknowledge their intelligence, and close the loopholes they identified. And MMO is a constantly evolving thing.
I also do not mind the thought of more Gauss Rifles (albeit not in a dual alpha strike way). Equipping two Gauss Rifles should be ok, but firing them at the same time should not be.
