Target Info Gathering is the absolute must for a Dragon.

From there it depends on your role. My 1C with 4xMPL, SRM4 and AC10 has Improved Gyros and Coolshot. Improved Gyros can help you target those soft parts of a Jagermech's side torso while being under its constant AC2 barrage for example.

If you have a long range Dragon, then get rid of the gyro and add enhanced zoom.

Sorry for going off topic for a second, but it appears that some people here don't know that the LB 10-X AC does 2, not 1, damage per bullet on crit, and that 15% of the damage is also applied as extra internal damage. If all of the LBX shots hit a armorless spot, odds are that it is, in fact, doing MORE the 10 damage per shot. I still don't know why people understand that.

On topic, Target Info Gathering is overall the best for most Dragon builds.
