The title says it all:
I suggest giving the urbanmech a lot of additional armor on the torsos and give it a max engine rating slower than the other Inner Sphere lights.
And I do mean A LOT of additional armor, because a 30 ton Inner Sphere mech that goes slow doesn't have the same firepower as a 30 ton Clan mech.
As for speed, maybe the same speed as a Clan light would be taking it too far. But it's an Urbanmech, it doesn't seem like it should the same as every other Inner Sphere light.
Summary:
Give the Urbanmech some flavour by giving it A LOT of extra armour at the cost of speed.

the Urby has a max speed of what 2/3/2?
and depending on the variant would have a lot of armor(for a 30 ton mech) and like before depending on which it is, one comes with an AC 20 & Small Laser.
AC 20s are nothing to sneeze at as they can disable or destroy most light mechs and are a pain in the rear torso for heavy and assaults.
though I always loved giving the Urby an LRM 20 and better energy weapon/s(makes up for the slow speed).
anyways back on topic, I would rather they stay close to the source for the mech as they can.

What Mektek did for urbies in MW4 is to give it the same amount of internals as a 75 ton mech. That made it somewhat more resilient. So I agree it may use extra durability.

Here's my suggestion for urbie quirks.
Torso armor (left, right, center) +15% -- reflecting the spherical nature of the torso, which would provide structural support and sloped armor effect.
Right arm internals, +15% -- because if you are going to make that gun so big and easy to hit, it needs a buff to durability. it will get targeted, similar to the hbk's gun torso.
ballistics cooldown +20%
specific ballistic weapons bonuses -- cooldown for ac2... cooldown and range for the other AC's... depending on the variant.
consider some cooldown buffs for energy weapons somewhere. and maybe more range for smalls or small pulses.
