There is a bug, dunno if its only thi mech or more general.
The 733 has 2 missile hardpoints in left torso, as sson as i place a lrm20 and a lrm10 and then save, the components get reshuffled/rearranged. which results ALWAYS in: the lrm20 rack uses the 10 tubes slot and the lrm10 rack uses the 20 tubes slot. this is frigging stupid.
why in the first place ar components rearranged? why do missile racks not automatically use the best tubes slot???

This is a known bug. (Maybe I should make a thread about this for easy linking so I don't have to keep typing it?
)
What is happening is, when you buy a mech the weapons have invisible "tags" on them telling them which slot they get placed into. More than likely, the LRM10 has a (1) or (top) tag on it. So, whenever it is placed into a section with multiple missile hardpoints, it will always place itself into the top slot.
There is a workaround (but it doesn't seem to always work, or always work on all mechs, the Highlander being more prone to the problem). There are two ways, but the idea is the same, sell the weapons with the invisible tag on it and place a different system into that section.
Way 1: This is the easy way, but will probably cost you more c-bills to fix. Sell all your LRM systems (probably just the 10s for now) and buy new for the custom. This removes all the tags on the weapons, as new weapons have no tags.
Way 2: Sell your LRM(10s) systems one at a time. After selling a launcher, go back into customization and try it again. Repeat till you sell off the LRM system with the tag and it all settles where you want it all to do. Cheaper fix, but takes a lot longer time to preform.
Way 3: Try a different load out completely and give up on having a 20 and a 10 system in the same section... (easiest, but not the most satisfying solution.)
Also, if you want some build suggestions, work (save and post the link) within Smurfy mechlab.
PS: Patch Feedback is soon to be archived and locked, as a new patch is coming out tomorrow. I'm going to report your thread to try and get it moved into new player help before that happens, encase you wish farther help.

Honestly, looking at the Highlander 733, this is what I'd be tempted to run...
It follows the same balance principals of my Stalker 3F, which has worked very well for me so far.
(I also have a guide of balanced mech building, but it's just my preference of combat. There are many ways and concepts one can use to design their mechs.)

It's not about "top" tags, it's about the time the weapon was purchased (which leads to highly incongruous behavior since different users will see different behavior because nobody knows what order they purchased the damn launchers).
The quick and dirty fix is to sell all weapons (in this case sell all your LRM10s from inventory) and it should then place the LRM20 in the top and the (newly purchased) lrm10 in the bottom.

Not how I heard it... but entirely plausible. I would not dismiss this either...
Solution still seems to be the same, thankfully.
