I cannot get the game to toggle the chain fire feature at all. I have tried with the software default key. I have remapped to another key and tried. Nothing works. Is there a problem with the client software that keeps this feature from functioning?

I haven't tried remapping but when I press the key I get an Alpha strike which is odd. So it doesn't work for me either.

How are you trying to use it?
You do know that hitting Backspace changes the currently selected COLUMN in the weapon groups menu to chain fire?
This is visually indicated by the group flashing in sequence.
Also, chain fire by default in MWO can be pretty useless. Often, if you hold the button, it does not fire at <weapon fire rate / number of weapons in group>, it fires at the fire rate of one weapon.
This is fixable using my "Fire Control" app (see sig).
Also be aware that sustained fire will result in you having to "stare down" the enemy, thus keeping your CT facing him for extended periods. Though dakka dakka is fun, it is not very efficient.
What with the clan mechs coming in that are very much sustained fire based, when piloting IS mechs, you probably want to concentrate on alpha striking then twisting to soak up damage on arms etc. You will not be able to compete with a clan mech at sustained fire.
