I'm looking for a medium mech with the most leg slots preferably with energy weapons. Brownie points to anyone who can figure out why.

Question for ya, do you mean in Mechwarrior online? never played the table top, but every 'mech has the same number of free slots in game (minus missing actuators in some chassis). That number is hard set. As in each leg only has two empty spaces and no mech has hardpoints in their legs either.
Oh, and you can check out mechs and their loadouts free at http://mwo.smurfy-net.de/mechlab
edit: smurfy linkage

All 'Mechs in MWO have the same basic leg slot config. None of them have leg mounted weapons. The only conceivable reason to want leg mounted hard-points is to shoot under something, be it terrain or water. In Battletech Quad 'Mechs have more leg slots, which is mostly useful for cramming in and submerging heat-sinks in water or, very situationally, for SRT and LRTs. Sadly, we will probably never see quads in MWO.

Well, you could always go for a really short 'Mech?

Or one with REALLY low hanging arms

If you want to aim lasers at other mech's legs, turn off Arm Lock in the options (on by default) and just aim down
