My current setup is as follows
Evga Gtx 780 Ti 3gb super clocked (all drivers are up to date)
i5 3570k running at 4.0 ghz
16 gb ram
Windows 7
And to make sure I've looked at the heat on my cpu and 48 is the highest it's gone.

DX9 is better than DX11 at the moment.
Clear shader cache.

I get 30-40 fps with an old GTX 285 2Gb, but my CPU is overclocked to 3.6 GHz.

The biggest FPS bomb sometimes it's the dense black smoke from reaching high heat with energy weapons.

Might I suggest:
1. Reinstalling MWO completely (old shader caches can cause issues they did for me a couple of patch ago)
2. run the new Geforce Beta drivers, they gave me nearly 10fps improvement in dx11

First of all the game is CPU bound in many cases.
Furthermore, some of the essential CPU workload does not multi thread effectively. I believe there is an operation which is called the primary render thread which only runs on one core.
This means that if this thread maxes out one core then you will get fps dips - even when the GPU and other CPU cores are not at capacity.
Matthew Craig jumped in to a few threads to talk about this but I can not find the link. He did say that performance can be improved for most people by reducing those graphical settings that are most CPU bound:
Object Detail
Environment
Shadows
I knocked these down from very high to high - but Matthew recommends trying medium.
Also, follow the advice above with regards to the repair tool, cleaning shaders and updating graphics drivers.
I went crazy trying to trace the fps dips, but in the end I acknowledged it was the game and not my rig.

Note both framerate limit statements: Sometimes I hear back one works on AMD where the other doesn't, so I include both; You'll want them to match when you get around to testing higher numbers.

MWO is just a bad designed game. period. How else can you explain that just the User Interface eats up most of the performance?
During a match hit RIGHT SHIFT + F11 keys and you will have double FPS immediately.

There will be no parking after starting the game! If your CPU is bussy it will never park ... NEVER!
@Joshua Obrien:
Can you post your RAM specs here please.
what do you mean by "running at 4.0 ghz" ? fixing the clock disables your turbo-mode! or did you increased your multi only?
