So I decided to build a hunchy again, and I though I had
Mastered a model. So I go ahead and purchase one
and bam, it's basic without any skills unlocked.
I emailed support to reverse the transaction, we will see how this goes,
but how can I see which mechs are mastered THAT I DO NOT OWN?

If you can't tell, neither can i. Anyways reverse transaction will happen only once, per player, as i understand.

It's real easy, go to your profile page, click on stats, and then click on mech stats.
As for doing through the U.I. ... well, that's not happening right now. Something about it not showing the XP for mechs you don't have in your garage.
