Good day all...
I have a problem that might be shared by some players.
I live in South Africa with a mobile broad band internet connection.
On local game servers I get 10 - 50 ping (e.g. DOTA 2 and Counter strike on steam)
On MWO servers I get 380 - 400 ping...
My router is set for best possible internet speed.
Is there any thing that I can do to lower the ping for better game play?

There's not likely anything you personally can do. The high ping has to do with the vast distance the packet literally has to travel (ok, it is likely due to a lot of hops in the route, but that is made worse by the vast distance).
Other than moving North of the equator, you might be able to find a provider in your area that has a shorter connection but it is doubtful. Even a higher throughput would likely not net you significantly better pings, as packets are generally small and throughput only helps with large files.

Use streak missiles, and only streaks. Maybe some LRMs, but that's about it. My ping is 300-326 and I can tell you all other weapons are so highly prone to issues that they are dead weight. So even lowering your ping by 50-100ms isn't going to help you. Begging for a south of the equator server is probably the best bet [but never going to happen].
