Dynamic Arm Lock

With all this talk of weapon balance as it pertains to front loaded pinpoint damage, it occured to me that if Arm lock was dynamic to standing still versus movement of any kind, that this would solve a lot of issues.

If I am standing still, and slightly move to aim on a target, until they are locked and I fire at that time, magic happens.

Any other movement causes the torso and arms to diverge slightly.

Remove arm lock (for now) until all other weapon systems (clan tech) are in before we start making wide sweeping changes to weapon.

1+1 = 2 because we have two ones.

IS + Clan Tech = all weapon, balance can begin.

It just seems odd we have all these opinnions about how something should work when we don't even know what every thing is and will do.
