Looks more like a kill thief build. As in, the second you start shooting at it, it shoots back, melts its own reactor and blows up, robbing you of your kill.

So. I went and I used this build.
....and I gotta say... with no meta mechs on the other side this thing owns.
Frozen City helped.
I did mod the design a bit. Here's what I used.
