If mechs are out of range or under ECM or behind a hill but stationary ... you can't target those mechs.
So I would suggest adding a "Target Spot" capability based on the UAV capability.
Given any point (ground or ground beneath a mech), players should be able to put their torso-crosshair on it, hit a key and have a targetable icon pop-up.
All teammates can target the point.
RESULTS:
Allows for a direct target on the area the enemy is located at. They may be out of range and untargetable directly, but the area could be targeted relayed to the team.
This would allow PUGs and CCs to more easily communicate with their team without.
Allows for a direct target on the area ECM mechs are located. They may not be targetable, but the ground beneath them is.
If the ECM covered mechs aren't inclined to move, LRMs can lock the point and fire.
Mechs in area would not receive Incoming Missile notification because they are not targeted.
Artemis tightening would still apply if attacker has LOS. Obviously TAG/NARC would never apply (only applies to TAGed/NARCed mechs).
Allows for a direct target on the area behind a hill (for example). A friendly mech can see, Target Spot and run away.
Target Spot icon would continue to exist with or without direct LOS on it.
No decay/timeout.
Cancelable.
Limited to 1 Target Spot per player.
Team can defeat by moving.
BONUSES:
XP/CB bonus for a friendly locking onto your Target Spot
XP/CB bonus for a friendly firing LRMs at your Target Spot
XP/CB bonus for damage done to enemies within 50m of your Target Spot
Follows UAV rules, 1st Target Spot in the same 50m area receives bonuses
