I've been a fan of diverging PPC and ERPPC projectile speeds since back in the PPC/Gauss days. Slowing down the PPC would make the ERPPC more useful, and give it something besides raw range to compensate for its huge heat load.

Nothing is going to do that, outside of nerf-bombing the PPC into the stone-age (still not a guarantee because ER PPCs will still be too hot to be practical beyond 1).
The ER PPC is just too hot for most situations, and you rarely need or maintain that kind of range in this game.
It's a niche weapon, that will likely always be a niche weapon (the IS version anyway).
Lights with ECM that can mount one, or the odd 1 PPC + 1 ER PPC heavy/assault mech build, etc.
At this point the ER PPC has no real synergistic combinations at the edge of its optimal range other than the Gauss rifle or other ER PPCs, +Gauss as a pairing is doable but is probably too annoying to be bothered with by the majority of players. 2x ER PPC is extremely hot.
That leaves little incentive to bother trying to fight at 800+m for most of a match plinking away for 10 damage a shot when you can move into 400-600m range and be doing 20 to 30 point alphas, etc.

you can currently counter ppc's yourself via an advanced tactic known as "lateral movement"
