In the last week PGI has announced a lot of changes to existing gameplay mechanics and new mechanics for clan weapons. I believe the new clan weapon mechanics should be applied to IS weapons but at a reduced amount.
For IS autocannons make them fire a 2 round burst. This would provide some damage spread but far less than the 5 round burst of a clan AC.
For IS PPC and ERPPC take the clan spread mechanic and make it 8+1+1 for the adjacent area. This gives 80% pinpoint and 20% spread as opposed to the clan 2/3 pinpoint and 1/3 spread.
If spreading damage is a good thing then make the changes across the board just more spread for the higher damage clan weapons.

People have been asking for burst-fire autocannons for a very long time.

Agreed. And like what Kassatsu mentioned, I am one of those people who have constantly been saying ACs need to be burst fire and PPCs need the Lightning Arc mechanic. Well, nice to see that Clan ACs and PPCs will actually have this. Just wished IS mechs did as well.
Of course, one could look at it like this. That PGI is putting in the burst fire and Lightning Arc mechanic with the Clans as a test bed to see how to tune IS ACs and PPC to their Clan counterparts. Even if IS ACs had a burst fire of 2x shells per trigger pull and PPCs be a 8,1 ,1 or a 6, 2, 2 or whatever, would make the game so much more balance as it would be an indirect buff to all current weapons as well as for Lights and Medium mechs.
I would love to have a Clan Mech because that sounds like way more fun and interesting and balanced, but sadly, they don't have my Mad Dog or Huntsman, so no Clan pack for me.

Change can indeed be good. But, I also prefer variety. As such, I like the fact that Clan weapons will have a different "flavor" than their IS counterparts.
