The rest of your post was pretty accurate, but the "same number of premades per team bit" isn't in the game yet. I think they're updating the matchmaker on June 17th, and the "one premade per team" rule might make it in on that date, but for now there are no limits to the number of premades per team, and they don't have to be equal.

It was in, it failed, then it was out, and it's still out, but it's coming back in soon we believe

Actual ranks and progression is on the development board. It will be used within player-run merc units whenever they get that all finished for community warfare (maybe also ranks outside of merc units? Can't remember).
