There is a glitch on River City where your mech can stuck in certain places. It happens to me when i am trying to jump over small buildings, but just now i had something like this trying to fall into the water:

Nothing works. Speed will remain at 0 and only torso movement is possible. Shutdown doesn't help either. If jump jets are equipped, they wont recharge.

There are places like that on many maps, sadly.
Next time, press f9 before taking a screenshot. That shows the exact coords of the glitch.
Then submit a support ticket with the screenshot and they'll fix it sooner or later.

(1) Have you also submitted a support ticket with the screenshots attached?
(2) If you can reproduce, try running with F9 on and new screenshots that show the coordinates in the upper left to help PGI/IGP narrow down the location.
Good luck with resolution.
