Hello , I am sure it has been covered before but can you either tell me or point me to it.

* What is needed for me and my friend to play 1 on 1, he has premium and we were unable to figure it out last night.

As always thanks for the help.

I winder - is a community manager anything like a community organizer?

Both team leaders - so, both you and your friend, need to have active Premium Time. That is the only way you can set up matches with less than 24 people.

^ Yup

You both need to have premium time, then get into a private lobby (each of you on opposite teams, of course), make sure the person who is added to the lobby hits the "take company command" button to make him the team leader (you can check to make sure you're both company commanders by noting that your names in the lobby screen will be in blue text instead of white), and then you can change the options on the left - most notably, set "full teams" to no.

It's a pain, but it's better than what some confusion made it sound like at one point (where every lance leader needed it).

You sure>?
Not long ago me a clan mate did a 1 vs 1 neither having premium time and we had a clan mate w/premium host and set it up in such a way that we able to do so, did not pay attention to the details of the setup parameters however.

I think this is a given but just in case...
Not only do you both need premium time, but you must have it active (banked premium time does not count!)

Private Matches with less than 24 Players total, require both Team Commanders to have active Premium Time before the option to toggle the "Full Teams" will become available. The "Full Teams" option must be set to "No" before groups with less than 24 Players will be able to launch.

I really wish that it wasn't the case, because I feel like I could hone my skills against my friends directly, and likewise give them tips a lot easier that way. Alas, such is the price of free play.

1vs1 should be able to happen with only 1 premium account. Hope PGI would change it.

They wont because 1v1 uses up the same server resources as 12v12. To account for the same number of players playing concurrently, they have increased server utilization which means more cost to them.

Didn't say it didn't make sense. Just said I wished it was otherwise.
