Well...what do they do? Is their effect even implemented yet?
Also, canonically pulse lasers of any kind don't receive benefits from it, neither do UACs when firing more than once per round or LBX ACs when firing cluster munitions. Is this going to be reflected in the game?

They have a post pinned in the forums somewhere (I think command chair area) about what the Targeting Computer is supposed to do. Also in TT the pulses and UACs got the -1 to hit but they couldn't use the computer to make aimed shots.
Anyways I'm excited for this and while there is noway to give a '-1 to hit' I think it'll be a good representation of the targeting computer. I do hope you guys think about adding in some sort of bonus on resisting screenshake from incoming fire.

Random idea for Clan TC. Since there is like 7 of them, apply each of them to certain weapons. Like a TC 7 applies to GR and ER PPC. When equipped, it applies a zoom bonus to those weapons.
Or, it increases the weapon's minimum range and maximum ranges by like 10m, combined with the increased Zoom.
For smaller TC, like the TC2, apply it to SSRM and SRM, for these weapons it buffs their spread and maximum range by 10m.
TC 6, lets apply this to Large Lasers and LPL maybe. This decreases Burntime and recharge time of the weapons by 10%
Perhaps we can let the TC be the way we can customize our Clan mechs without straight buffing all the guns. But random thought lol...

In the TT, it's 1 ton / 1 crit per 5 tons of weapons that need to be controlled, rounded up. For the IS, it's the same per 4 tons...
It would be nice if we could set the weapons we want controlled by a TC in the mechlab somehow.

Diminishing returns seem oddly scaled, seems like they should be lower for the easier to take 1 ton computer, and higher scaled rewards for the more difficult to take 7 ton computer.

I do not think you should be allowed to take a smaller targeting computer.
Either it matches the weight of the weapons, or you get an error message and cannot drop.
