I have all parts for my new pc BUT the cd drive ergo, i cant boot, Would i be able to use my windows 7 cd to make a boot drive on a flash drive with my old laptop and use that to install my operating system?

yep or any hard drive for that matter if you have an extra plug for a hard drive just plug it in and boot from it
