Currently, Artillery drop 10 bombs doing 35 damage after 4 seconds delay. This barrage seems to be 1 per .1 seconds. So, it lasts about 5 seconds in total. It appears you can fire another Artillery again in an additional 5 seconds.
My suggestion is to change air strikes to be the following:
Artillery: It will drop 70 bombs after doing 5 damage each after a 4 second delay. This barrage will drop 1 bomb per .2 seconds for it's duration. The Artillery will be available for use after 15 seconds from the point the Artillery was first called.
Air strikes will consist of 7 passes over the area each bomb doing 5 damage each.
This means you can stop worrying about if it hits a head. As 5 damage is a damaging amount but should not be deadly. It does mean the weapon becomes exactly what you want it to be which is an area denial weapon. A person can choose to run through the Artillery strikes taking damage and tanking it, but it is their decision to do such an action. They know they are going to take that damage and have made a conscious decision to do that.
