Use 14-4-win7-win8-win8.1-64-dd-ccc-whql amd driver

50 fps 1024x768 higt quality (shadow low)

Use last beta amd driver 14.6 18 fps in low resolution

Fill out the form and let AMD know they broke something in the beta driver.

Driver History: Problem DID NOT exit in previous version.

Type of Issue:
Issue: Games/Application
Symptoms: Poor Performance

Other Games/Applications: MechWarrior Online

etc...

If 14.4 worked fine and 14.6 sucks for you it is far more likely AMD broke something than PGI did.

beta drivers are untested drivers which MAY offer improvements over the existing drivers but have not yet been properly tested, there are out there for testing and to see if there is a problem with them before official release, as other people have said you would be helping AMD to improve the drivers by filling in the questionare.

I would suggest in future you should probabaly not use Beta drivers unless you are prepaired to deal with problems like this
