It's all in the title. Dual heat sinks don't work as two heat sinks; they just cool for the amount of 1.4 heat sinks. This would help dissipate the heat from energy weapons far better (obviously) and make them more balanced with ACs, and would likely lead to more players using lasers.
Will Dual Heat Sinks Every Work The Way They're Supposed To?

We should try 1.8 or 1.6 even

Probably not. Unless they decide to do a revamp of the heat system, which is unlikely any time soon.

Not until they completely rebuild the heatscale.
With DHS set to 1.4, the actual in-game benefit is still exponential
Comparison (250+ engine)
20 SHS = Heat Scale 50, Cooling 20.
20 DHS = Heat Scale 64, Cooling 34.
Heat scale = 128%
Cooling = 170%
Overall advantage = 217%
They are already BETTER than Tabletop DHS due to the huge heat scale advantage before you shut down.
