So, after half a day of over-excited Mechwarriors bashing their ways around the maps, how is the practical effects of RDM on LRM?

None, because barely anyone bothers with LRMs. You can find them in some stock loadouts, but that is far from having any impact.
If one day LRMs make it to competitive decks, this module may have some value as a counter. But in pugs... I rarely see any LRMs in matches, so I suppose there is little reason to waste precious resources on pointless module.

When I've taken LRMs, I haven't noticed it, if it's even been used.

It's useful as anti-lurm, but that's not why I took it. In an urban map, especially, it helps you hit and fade. You flank, hit someone, they turn and target you, and then you disappear behind a building and reappear somewhere else entirely.
Not having a Kit Fox for ECM, it's a nifty way to be a troll in a Clan mech.

its useful if you're large and cant outrun missiles. it increases the value of deliberate movement through cover as a fat ass and severely reduces the need for ams on such vehicles if you're smart. It also helps you keep a low profile in a fast moving non ecm mech but in this case there are probably more useful modules you should have first.
there are hard counters to this module, however. such as narc, and possibly radar decay but unsure of interaction nature there.

So after a week plus of play.. some observations on the RDM module.
1. It helps with sneakiness, obviously. So that helps to cut down incidental LRMs, gives sneakers a little more room to play at range.
2. Doesn't do jack if you don't scout properly and run into a full team of LRMs aiming at you as you pop from cover. Hello Spectator mode.
3. It helps tremendously against streaming LRMs (i.e., Clan LRMs or small tube IS LRM fire), in that the lock break would cause the back part of the stream to go dumb and probably miss.
4. Ducking into cover once the Missile Warning goes off also probably make the missiles dumb, and thus waste their ammo.
5. Remember, it doesn't care who moved into blocking terrain; if your reactive fire to the missile boat cause it to shy back into cover, the lock is broke and the incoming missiles go dumb.
Overall, it helps with harassing missile fire, but don't do jack against close-support fire support. So, some impact, but doesn't look as bad as perceived -- quite normal, really.

It's more useful for hit and run tactics, as Arnold J Rimmer mentioned.
It is pretty handy against LRM's, but that's not the strongest point of the module since you can negate LRM's completely in other ways.

I dunno man...I've been running around in a fast two LBX10 Cataphract build (let's face facts here...in the PUG, you don't see Light or Medium scouts anymore...only Heavies and Assaults are out front now) and I've been using it. It works real well for the guy out front spotting for the team.
I tend to roll with Advanced Target Decay, Radar Deprivation and Improved Arty Strike. I've noticed that all I have to do is roll far enough away to break line of sight....hop in the air a little....and less than 1/3 of anything fired at me will even stand a chance to hit, and a lot of that is how aware I am of them coming in.
