I, for one, want to be able to mess around with my Mech & send & receive in-game messages

My interpretation of the Mobile App check box is that if you have a forum reader app on your phone, then you can configure your forum notifications to go to the phone rather than (or in addition to) email, that sort of thing. In other words, if somebody responds to a post you made, then you can get a notification in whatever app you are using to read the forums. I don't think the Mobile App setting has anything to do with the game itself -- it's only a forum thing. That's my guess. I haven't actually tried it, I'm just speculating.

I saw the Mobile App setting and said to myself, "yes, I would like to send notifications to my phone, I wonder what app everyone is using to read these forums." So I did a search and this thread was the only thing I really found. Sadly, I haven't found anyone talking about whether or not there is a good forum reader out there. Still searching.
