Forgive my ignorance. But is there an actual explanation on how they accomplish this feat in the lore?

The IS AC20 per ton is 7 rounds. The Clan AC20 per ton is 35. That's five times more ammo for it. <_<

For some reason PGI decided to list cAC ammo by shots, not by bursts, even though there is no option to fire a partial burst, so the total shots is a useless number to have. If cACs were full auto (with cUACs having double the RoF with a jam chance) then it'd make sense to list them like this, but with pre-set bursts there's absolutely no reason to list by the shot instead of by the burst. Even flavor doesn't work, as I'd expect cAC ammo counts to list the number of ammo cassettes available rather than the itemized list of how many shots are in all the cassettes taken together.

Shut down interrupts bursts. So, you can get partial bursts with mistakes.

This is EXACTLY why they should list ammo as Shots per Ton instead of Rounds per Ton (except of course for missiles and AMS)

Meh, missile ammo is counted the same way, I dont see any need to have it list number of bursts instead of actual ammo.

EDIT: If you can deal with LRM ammo, you should be able to deal with CUAC ammo.

But the only reason LRM ammo is like this, is because you can equip a LRM20 or LRM10, which both use the same ammo.

It should be by trigger pulls, not by amount of projectiles (why does the LBX ammo say 15 ammo and not 150?) unless you have the option to continual fire like the MG or how AMS works.

Now if all CUACs used the same ammo, which did 1 point each, but shot different ammounts, then it would be the same. I'm guessing they were thinking of going this way, but decided not to, but kept the ammo counts or it was going to be continual fire with separte RoFs so the acs were just different dps but the pinpoint was the same. Then they could apply the burst to IS, and the continual to Clan.
