Add Incentives For Filling Low Search Population Weight Classes

Earlier today I saw the MM search queue at 3% lights, 6% mediums, 64% heavies, and 27% assaults.

In order to even those numbers out just a little, maybe PGI could try a couple of things.

1 - Tighten the MM rules until a 3-minute search has passed. This should encourage people a bit more than the current system does to try to fill those low search population weight classes.

2 - Add a c-bill bounty for finishing a match that you launched while your weight class was under-represented. If you click "launch" while in a light, and lights are at 3% of total search population, then you should get +22% total c-bill earnings ([25-n]%, where n is the weight category search population percentage for your chosen weight class).

Doing the first would encourage people to play under-served weight classes by making searches take just that little bit longer, while still loosening up the rules after the 3-minute threshold passed.

Doing the second would actively bribe people into deliberately dropping in weight classes that are below 25% of the total search population.
