DX11 model set environment ultrahigh,FPS only 40-50.
DX9 mode 60FPS
graphics card:ASUS HD7990 6GD5 (Drivers version 14.6RC, all version test results the same)
CPU: Intel I7 2600K
Memory:Corsair 8G
OS: Windows7 X64

You want this section, Hardware & Accessories for help with that.
But that frame rate is pretty typical, MWO is not a well-optimized game.

there is absolutely nothing wrong with your FPS. It is better than most are getting. And, as Koniving states, the game is not well optimized.
However, if you think you should have higher, get a 120/144Hz monitor. You are probably running a 60Hz TN/IPS monitor that will limit your FPS to a max of 60 FPS. Also, turn off vsync. You'll get more tearing, but you will gain a slight increase in FPS.

DX11 is only just stable in MWO. It will require serious dev resources to catch up and overtake DX9. Do not expect much improvement at least until next year.

I found that turning off shadows gave me a 10 fps improvement, from 40 fps to 50 fps
might try that..but I have no problem playing at 50 fps on my laptop

DX11 performance isn't as good. Other things you can tweak are Particle Effects and Shadows, which chew up a lot of resources and can give you a big boost.
That said, if you get a solid 40, I find that very playable.

Don't mind me, I'll just be chugging along here at 20-25fps...

I've done a lot of top score matches on my 30fps medium setting PC. It won't mind you when get immersed in the action

You are only able to use half of that 7990, literally. The 7990 is a dual GPU card that runs crossfire on the card it's self, and since crossfire is not supported by MW:O, MW:O will only use one of the 7990 GPUs. You basically only have a HD7950 video card when playing MW:O with a 7990, and it will remain that way until the DEVs add crossfire support.

Crossfire isn't supported?! That explains a lot.
Why the hell did they add DX11 w/o adding basic support options for dual-GPU processing? That's like putting an epic paintjob on a Prius and going drag-racing with it.

Crossfire and SLI are both not officially supported by MW:O. There are ways to get crossfire partially working with MW:O, but it is not properly supported at this time.

Not Entirely accurate Hz limits the viewable FPS but more than that is actually being rendered by the GPU and a nice monitor can handle it with its own buffer and no tearing will happen. I have had no issues with my ASUS and Acer monitors running over 60fps at 60hz but some displays will experience this.
