I've looked up all sorts of links and Mektek has stopped support on their site....some of the downloads have a 404 error message.
And I can't find that Gameranger place.
I was going to put this in OT but I couldn't post there.

I do not know the answers to your other questions off the top of my head, but this one is simple
To reduce spam from trolls and bots, they made it so that until you finish your first 25 matches, you are limited to how often (5 posts a day) and where you can post.

It was shut down by legal action via PGI/IGP.
Some people might host their own servers at their own expense, but that's about it.

Mektek stopped support for Mechwarrior 4 because (AFAIK) they wanted to make a Heavy Gear Game and returned the licence to Microsoft.
I'm doubt that you will get here an answer, because Mechwarrior 4 can't be legally downloaded any more.
But take a look at different Battlech and Mechwarrior Fansites, most of the MWO Playerunits have played Mechwarrior 4 - or Mechwarrior 3 - or Mechwarrior 2 ;-)

LOL, what?
Do you have any source for that claim?
Do you have any source for that claim?
"In his own message on the Mechwarrior Online forums, Piranha Games President Russ Bullock insisted that his studio did not send a cease-and-desist letter to the Living Legends team. Bullock said he ran into the "mod leadership" at the 2012 Game Developers Conference, where they discussed the future of the Mechwarrior franchise as a whole."
Meanwhile, the original messages of the MekTek door and the Living Legends team both stated receiving cease and desist claims, changed within two days of originally posting those messages in regards to shutting their doors to more legally friendly ones saying it was of their own accord.
Though these could have been screenshotted images which were edited by members who have spread said information. (And that response was pretty quick.)

Seems more like normal "business" talks to me where PGI seem to be trying to accomodate the interests of the MWLL team as opposed to having more exclusive interests.
Perhaps rumours on potentially questionable community forums really shouldn't be used as a basis for fact, especially if then confirmed as factually incorrect?

I thought MekTek was suppose to Work on the NewMechWarrior Game back in 2009, hence why they were given go ahead with the Free MechWarrior 4 Release and then ...."Something Happened" ...This was before the Heavy Gear announcement.I was following the MekTek Forums Closely after the WarHammer and Atlas Video was shown and it was like someone Flicked the OFF Switch.I guess we will never know what happened.

Assaultech was a Mod, a full conversion like MW:LL

Mektek as modding community did a lot to keep MW4 alive and to improve it.
And in 2009 they get the official permission to distribute MW4. See this post on Mod.db, also about the new Mechwarrior Game in 2009 and it's developer

Mektek was invited to work on the original PGI MechWarrior game from 2009, before we moved to the current MWO design. If memory serves, this was a deal between Jordan and Mektek, and was not something PGI was aware of at the time, nor sanctioned. The development of the original 2009 game was to happen entirely in-house at PGI.
AssaultTech was an extension of this original idea. They used BT/MW IP without permission and began advertising a Mektek BT/MW game after MWO was announced. For obvious reasons we asked them to remove this from their site, and I'm pretty sure that was the end of it. Sometime later (over a year) they turned their AssaultTech idea into HeavyGear and they have been working on raising funding ever since.
The MW:LL was another story and the above link to Russ' comments was accurate. One of the managers and MW:LL posted a blatant lie about legal action. I can only speculate on the motivation. MW:LL was never a threat to MWO and we had a gentleman's agreement with the creator, to make sure the game was developed with features that did not compete directly with MWO. Trying to remove, two legacy projects that maintained the MW brand through dark ages, was never a PGI goal.

@Bryan Ekman
Thanks for the explanation.
It's clear that MW:LL was not a direct competition to MWO because it is focused on big battles with Mechs, Infantry and Vehicles.
The sad thing is that Wandering Samurai stopped the development of the mod, ending the chance to create user generated content for a Mechwarrior game.
MWO doesn't support user generated content, a big drawback compared to older Games of the franchisee where players have been able to use community generated maps.
Are there any plans at PGI to deliver some tools for the community to give them the abbility to create new maps or even game modes (like single player missions) ?
