Since ammo has only one slot, but heatsinks have three, the heatsinks will almost always be destroyed before anything else. Even then the ammo has a 10% chance of exploding when destroyed which is basically nil.

No matter the crit padding, if you loose your side torso there is a 10% chance for every ammo pack to explode and transfer damage to CT. I've seen it many times when I take out the side torso of enemy Atlas. People think it is safe to put 2 tonnes of AC20 ammo next to AC20. Then they loose their side torso and CT turns red at the same time.
TL:DR putting ammo in arms is safer, especially on mechs with small arms and big side torso.
