What would appeal to players is the freedom and Anarchy. Being able to land on a planet and cause destruction without having to worry about not being able to gain rank in order to have access to better items or features should be an option.

Just choose a planet and go raid for some cash. No worries about Loyalty points that will hinder your progress in the future. The more destructive you are the more you are rewarded.

This will also give trolls a platform to.. well.. troll. Dont like a house? then repeatedly raid them and steal their money. Dont like all the houses? then steal from all of them. Hell lets go steal from some Merc Corps too.

This will also create a break from the norm for other players. Tired of faction wars? Go defend a planet against a Pirate Raid and get rewarded for all the pirates you kill.

As for the story behind Why you a Pirate. I would maybe go along the lines of Poverty on the outer planets leads to lawlessness and people desperate to survive. So you survivng on a daily basis "hand to mouth" and thus have to steal to survive. The Pirates could also be the cause for many illegal activity in the universe.

Ok so to the Piranha Gods please add the Pirate faction. I have a few ideas of how this should work and figured i would post it in an already made Pirate topic. These suggestions are based on my understanding of how community warfare will work so apologies for my misunderstandings .

1) Pirate Factions will work like Merc Factions.(There will be a pirate faction and you will have user created pirate crews)

2) Contracts will be issued for Raids. So you join a group of pirates who are going to do a raid on a particular planet.

3) Raids give you money for the amount of destruction you cause, ie. How many buildings you destroy and mechs you destroy. You could also create a new system just for pirates that will allow them to interact with certain objectives like interact with a bank in the city and steal the money.

4) Raids will affect the money a faction that was raided earns from this world. From what i understand merc corps and "faction Houses" will earn regular income from the worlds thay have or maybe from somewhere(I read somewhere you can get regular income not sure where) anyway pirate raids will reduce this regular income. This works as an incentive for factions to defend against pirate raids.

5) Loyalty points will be rewarded based on how much pirate stuff you have done. You gain rank as a pirate by gaining reputation for example you start of as "Black Beard the deck rat" and work your way up to "Black Beard the Pirate Lord" Your rank determines how much of your pirate crews income you get.
This also determines the mechs you get. The more of a pirate you are the more black marketers will be willing to sell you expensive and rare stuff. This also opens up the possibility for interesting Electronic warefare stuff.
You might even have a system that rewards you for having as little as possible loyalty points towards a particular house. So for example if I have 10 loyalty points to one and -100 loyalty points to another the pirate crew gains more cash if they raid the house they have -100 loyalty points with.

7) Pirates never gain territory. The planet remains in the origanal factions control, the pirate crew is just taking all the valubles from it. And pirate territory cannot be taken over cause pirates are good at hiding :D

6) Pirates can still take part in Solaris please ;) The eyepatch does hide your identity! So you cant get arrested when entering a tournament!

7) Oh if you you want to make it interesting you could replace the loyalty point system with a bounty system. Pirates get a greater bounty on there head instead of the decrease in loyalty points spoken of earlier. And if someone kills the pirate they get the bounty that was on his head ;) also the greater your bounty the higher your pirate rank and the higher your rank(apply rules for higher rank as per the other factions here)

All the above is just ideas that need major refinement but I hope I give a general idea of how I imagine Pirates might work...

Regarding how raids affect a factions income...I thought the mechanic could work in the following manner....

When a pirate crew successfuly raids a planet. That planet recieves an income penalty that applies to the Faction that owns it, So for example each raid from any pirate crew will reduce income by 1%(any C-bills earned is reduced by 1%). Therefore the Faction has an incentive for defending against pirate raids because eventually it will not be financialy viable to defend a planet if they keep loosing to pirate raids(100% penalty means no money earned).

This penalty can work like loyalty ponts where the penalty degrades over time if no one has succesfully raided the planet in a certain time period. Also when a new Faction takes control of the planet the penalty is set back to 0%.

This penalty mechanic also:
1) Adds a new tactical element. Financial warfare.
2) Pirate players will feel like they are contributing to the Community Warfare Pillar.

I think they should operate like mercs when they can. They are always getting hired to give someone a headache. Alternatively, an NPC gives them info that a lightly guarded production center has just come back online after insurgents blew up the power station. Hit it quick before reinforcements arrive from the heavily guarded power station. They should always have the option of early withdrawal "take what we got and head back to the drop ship, NOW!"
