Hey Avarice.
I know from my own 8 LL DireWhale (Nicknamed Supernova) that there is no Arm Swing on the build. It lacks the LAA to allow it. The A Variant has the Actuators in it's right arm, but I believe you lose out on Hardpoints (someone correct me if I'm wrong).
To be fair, although it is a ludicrously fun build (I Chain fire), I've found it gets eaten alive by any sort of FLD build. Alas, it has reverted back to the Thunder and Lightning Build of Dual Gauss/Dual PPC, just so that it can be effective in todays MWO Battlefield.

Edit: If you want to go for a little Insanity in the FLD Department, I saw an interesting build rocking 8 CERPPCs. Just make sure of your shot, because you only get ONE.

Pisses "people" off? Who else? This is how - as I keep saying - the lower arm actuators have worked from the first public test of clans.

It's not about you. Nothing was nerfed here. If anything, if you actually got lower arm movement with LPL's, then it was via exploiting a bug, not a feature or something that was later altered because Your Build Was So Good.

To be fair I do apologize for going on a tangent. I generally try not to derail threads.

On the subject of the timber, the last time I played mine it had full arm movement with a lbx 20 in it. This may have been a bug based on what others are saying. Granted that was some time ago and was probably fixed.

One last note, I agree arm locking should be based on recoil, not weight.
