After having a serious issue that left my game unplayable, I uninstalled and reinstalled. However, when the installer tries to install the patcher, it stays on 'initializing' for a few seconds and then says it's done, without going through any other steps. No files are actaully being installed, and no directories are created. When I use the installer exe again, it prompts me to uninstall.
I am using Windows 7 Home, and I am running the program as administrator. I have cleaned my registry recently, and there were issues regarding MWO, but they are not popping up anymore.
Can someone please help me find a workaround for this?

It could be a rights issue on the drive. Check the rights on the folders where you are trying to install. Just because you are an administrator doesn't mean you have rights to install anywhere -- a borked security descriptor could limit you ability to access paths on the hard-drive. Have you reinstalled your OS or rebuilt your OS recently? Old security descriptors on your drive will not match to your new security ids.

Thank you for the quick and accurate assessment. After messing with permissions on a few folders, I got it to install correctly.
