I know this weapon doesnt exist in the BT universe per say, but what if:

There was a energy weapon that behaved like the UAC, meaning it could fire again before fully cooling off.
I think there is, the "binary laser")

As for weapon heat, heat penalties would be for the amount uncooled such as if firing from 30% cool down, then 170% (100 - 30 = 70 uncooled heat%) more heat. Or if firing for 80% (100 -80 = 20 uncooled heat %)cool down, 120% more heat.

If left on continuous burn, heat would quickly be 200% more 300% more 400% more.

Perhaps a new weapons class could spawn of of this

Large binary laser(9 ton orginal) 7(large pulse + 2 tons)
Medium binary laser (4 tons) 2(medium pulse + 2 tons)
small binary laser (3 tons) 1 (small pulse + 2 tons)


Description

Nicknamed the Blazer, the Binary Laser Cannon is widely considered a dead-end technology. Taking two large laser cores and fusing them together, the Blazer was designed to fire both cores at the same time, increasing damage penetration. In practice, damage yield proved low compared to the lasers firing separately, and the high heat generated by the Blazer severely taxed available heat sink technology of the time.
While research on the Blazer started in the Lyran Commonwealth in 2801, actual prototype models first showed up in the Free Worlds League in 2812.
With the re-introduction of double heat sinks, the Blazer cannon is now a viable weapon.

Doing the math this is the perfect translation:

Damage = 12 = (8 = 1 duration) + (4 = 1 half duration)
Heat = 16 = 8 heat( = 1 duration) + 8( 1/2 half duration * 200% continuous fire heat penalty)

Minimum Range n/a
