You must not pay attention to how f2p works. Sales are completely normal, even when no new content is not released.

Even good devs get hit with delays and break dates that they set. Even good devs get strong armed into adding things they don't want. Even good devs will put their foot in their mouth. PGI is simply too slow with it's content.
