Why not kill two birds* with one stone and just give lighter mechs a bonus to c-bill and xp earnings?
*The two birds being
1: Medium mechs are about the same height as their bigger brothers and sisters.
2: Lighter mechs are supposed to be more cost efficient

Just A Thought: In Lieu Of R&r Or Re-Sizing So Many Mechs

I'd actually prefer a bonus to earnings for playing a weight class that's running low in the queue. Which, of course, ultimately means a bonus for playing medium and light 'mechs 99.9% of the time.

Damage reduction for the excessively large, unpopular mechs?

Yeah, that is the most efficient way to accomplish it, rather than tinkering with hitboxes and re-scaling mechs.
The Awesome really should've just gotten damage reduction for all 3 torsos. An organized team might actually use one as a lead tank for the push. It has to have some advantage over a Victor, since it lacks jump jets and most variants are much slower.

This has already started with the Awesome.
I think it is a pretty good idea if remodelling is too hard.
1. Tinker with hitboxes (does not always solve a problem)
2. Add damage reduction or extra armour etc to offending locations that have been proven to be massive weaknesses
3. Continue with more quirks MORE!!!!!
That being said, I do think that it is fine that a mech has a glaring problem sometimes but only if it also has some massive advantages too. The shape of a mech is such an integral part of balance and differentiation that it needs to be considered in the larger picture

But I want Triple PPC without GH penalty for the Awesome.

They could hard cap heat at 30 heat for all mechs. Get rid of ghost heat. And then give the Awesome a quirk that gives it a heat cap of 40. Awesome would be the only mech capable of simultaneously firing 3 PPCs without shutting down instantly or using override.
Yeah it'll never happen, but we can imagine, can't we?

resize ALL of the mechs. use a GOOD scale with Atlas being among the largest and the locust being among the smallest. Increase the Atlas' size, reduce Locust size if need be, then find a happy spot in between for the rest of the mechs. That alone would go a long way to making some mech more desirable and viable.
