Does this work while in water or has it only been implemented for singles?

It should work. Only Clan mechs can put DHS in their legs, though.

It should work, although the bonus is proportional to the amount of leg that is covered by water. So, if 50% of your leg is underwater, you're only getting 0.21 instead of 0.28 H/s.

Yes clan DHS get the water benefit. the deeper the water the more the benefit from my understanding (torsos can get a water benefit if submerged deep enough)
you can test this by going to caustic, having a DHS in your legs make sure your mech has a heat level while not moving (not hard on caustic most mechs have at least a 2-4% heat level by default there)
then step into the water, you will see your base heat level go down since your max heat level and cooling efficency has increased slightly.

I used to fight my Thunderbolts standing in level 1 water whenever I could in TT, just because +4 heat dissipation was too good to give up on a 15 heat sink 'mech that carried a Large Laser, three Medium Lasers. and a LRM-15. Basically it meant I could fire the MLs in a 3-1-3-1 or 2-2-2-2 pattern without overheating instead of a 1-0-1-0 pattern.
In MWO's heat system though, the effect is too small to really matter.

Tactics are OP, they were nerfed.
