For honesty's sake: A- I really want my Shadow Cat.
B: Lore. Lore is somewhat sticky in the current situation, as while the Shadow Cat was introduced in 3003, it was not recorded in the Inner Sphere until 3052, at the battle of Luthien. Under strict circumstances of IS sightings, that would disqualify the Shadow Cat from being introduced. However: I would like to make a case or two of precedence: The Highlander, it was in lore, and present, but with very few sightings. (And only in 2 houses of the IS, along with Comstar.) Yet it is here.
Next case: AWS-9M: Technically, it was introduced in 3049, where we are.. but how widespread was/is it? (If nomenclature follows pattern, I believe 9M was Marik only.)
We have mechs that are "virtually extinct" and restricted to 2 factions, along mechs that were only introduced this year, and to one house only. The Shadow Cat was introduced in 3003, and while may have only been recorded in 3052, was likely present in the initial invasion. Furthermore, even if it *was* only present within the clans until 3052, I would cite the same precedence set by the 9M and HGNs being present only within Kurita and Marik. (and Comstar)
C: Gameplay.
The Shadow Cat would be a welcome addition to the clans:
45 ton clan mech (check)
MASC (check)
ECM (check)- This is kind of huge, as the clans are lacking heavily in the ECM department.
Jumpjets (check)
3 current variants (check)
D: With programming the MASC required to bring it (just as Artemis with the CN9-D) that would also open the door for the long promised Flea for inner sphere, and then a welcome fast clan mech: the Fire Moth.
I really want my Shadow Cat.

I'd wager these three things will actually really hurt your argument. The Shadow Cat looks like it'd actually be a pretty formidable mech (low profile, good mix of energy/missile for a 45 tonners, lots of armor, fast, jumps, ECM)
(That said, new mechs are always welcome in my book)

Being a 45t mech doesn't hurt the argument. MASC does, a bit, but if PGI really wants, they can keep it Clan-only for now and not break the servers as a result. (or even allow it to everyone BUT hard-cap speed to no more than 170kph or so anyway, so it becomes more of a question of whether you'd rather have a bigger engine or MASC)
ECM, however, may make it too good. Damned ECM implementation.......

The Clans need (need need need need NEED NEED NEED) something faster than a Stormcrow. Not that the Stormcrow is bad by any means, but as much as I love my Stormcrows, there are jobs even it can't do. A Viper or Ice Ferret, a Mist Lynx or maybe even the ridiculous Fire Moth if they can ever get their engine to work properly, are a flat requirement. An Arctic Cheetah if they want the "Make Clans SUCK!" crowd to all just mass-uninstall. Whatever way you go about it, the lack of a proper first-response/reconnaissance platform in the Clan line-up is absolutely criminal and needs to be addressed as quickly as possible.
Besides. You want to watch the Light queues soar up to 50%? Introduce the Arctic Cheetah. Do it.

Low profile? It will just be really skinny, but PGI loves to artificially size up mechs.....it wouldnt have that low a profile...

That looks like an Assault mech variant of the Shadow Cat...which there is a ShadowCat II, which I think is a 75t heavy..
