If you're looking for the most efficient video cards for your money, I'd recommend looking at this site:
http://www.videocard...k.net/index.php
And, perhaps even more relevantly, this specific page:
http://www.videocard.../gpu_value.html
The website also has a similar list for CPUs. Be careful about comparing CPU benchmarks, though. While I think the GPU benchmarks are pretty reliable, I'm pretty sure the CPU benchmarks are designed to maximize the testing of hyperthreading ability and such, which tends not to play as much of a role in gaming.

If the #1 concern is keeping costs down then how does adding a power supply to the equation help?
The hd7770 use twice the power of the hd7750 and recommends at least 450 watt stable power supply.
It was not added i don't know what watt power supply he currently has so unless it higher than 450 he need to get a bare min 500watt.
I don't know how many hard drive he has how many dvd or blue ray burner or player he has, if he running a sound card, what processor and what watt it consumes, how many ram sticks he has. Each part requires power and lack of power equals system crashes, shutdowns and restart among other things. I have the hd7770 and on the games I play it runs them way better than what i have and by the reviews the hd7750 best value for money but you can see the performance difference in it between the hd7770 and the hd7750 and the price difference is less than $30 dollars. I recommend the same upgrade with the power supply and hd 7770 for my nephew machine. he has a good quad and 8 gigs of ram but only has 4350 radeon card and his power supply was only a 300 watt.
