you can still fire 3ppcs no problem right now even with ghost heat (not as often though)
and 30 pint point damage is not as scary as you think when you are going VS CLAN MECHS,
seriously look at EVERYTHING IS has when its 100% vs clan mechs, dont think about how badly your jenner would get cored by 3ppcs, or how badly an ac40 jeager can rip the face off of catapult.

A flat increase actually makes more sense, as doubling changes the scale far more in favor of the bigger mechs.
