if an omnipod affects ballistic cooldown by +10% does this mean it cools down faster or 10% slower

if the quirk is green, it means it is a good one so it would be faster. If it is read it is a negative one, so slower reloads.

does this apply to all ballistics(example) or just the weapons in that pod

All quirks apply to the whole mech, not just ones "in that pod". Having multiple pods with negative quirks (such as two Nova Prime arms) stack for an even larger quirk.

That color coding might be winning for some, but is trolling for others. Clearer text would be nice.
