The difference between Wave I and Wave II "pricing" is choice. The first wave consisted of alot more mechs and alot more pricing choices, which made an ala carte selection much more appealing. If I wanted a Dire Wolf, Timber Wolf or Masakari, then the ala carte pricing was cheaper then buying the package. With only 4 mechs this time around, ala carte pricing doesn't offer the level of choice you had previously, so the value of it is going to seem to be much less (which it is, since the cost of two mechs is worse then buying a package with 3 that doesn't contain the Gargoyle). So while the price remains the same, the perceived value is going to be greatly diminished.
Perceived value is subjective, obviously. My perceived value is that the full pack is a HUGE value, since I got 90 days of Premium time ($45), 12 mechbays ($18), 12 colors (~$40), 12 cockpit items ($28) and 12 mechs (645 tons of mechs = ~$194), for a grand total of items worth $325, not even counting the free Mad Dog I got on top of that! That is ~74% off the normal prices...
EDIT: Actually, with all of the monthly bonuses, the total Premium time is 111 days (almost $60).

You will get to choose once it is released, from what I have gathered. Speaking of that, when did it get changed to "choose"?...
